Department of State
Washington, D. C.
March 13, 1943
My dear General:

For your records and information, I wish to say that ever since obtaining his commission in the Army Lieutenant Paul M. A. Linebarger among other duties has been assisting me in the preparation of my many speeches delivered throughout the country, including the preparation of my book "Report from Tokyo", which are believed to have been an important contribution to our war effort in acquainting the American people with vital facts concerning our war with Japan and disabusing them of the fallacious pre-war thinking that the Japanese enemy could be easily and rapidly defeated.

Lieutenant Linebarger's work in this connection has been of a high order or thoroughness and excellence and it is believed that he should be given full credit for having so effectively dealt with this particular phase of the war effort of our country.

Yours very truly.

Joseph C. Grew.
Special Assistant to the
Secretary of State

Major General George V. Strong,
     The Assistant Chief of Staff

Note by Paul Linebarger

On 30 June 1943 I ended work in Washington and on the following morning left for the CBI. While overseas I kept no copies whatever of work which I did under official auspices, other than the CBI GAZETTEER.
In March 1945 I resumed my duties in the Pentagon, at the Propaganda Branch, G-2, under command of Colonel John B. Stanley. Hence the hiatus covers a period of twenty months and some days. In this period my chief writing was the CHINA G-2 Summary, from November 1943 through December 1944.
